For people like the one profiled in the Washington Post story, I'd do it this way:
1.) Bring back programs like the CCC and pay them construction rates. 2.) Train these people if necessary 3.) Start using the new CCC, whatever it is called, to help rebuild roads and bridges
The Puritan work ethic many people have in the United States is part of the problem here. People like this may not accept a minimum income, but they *would* believe it is okay to get assistance in *this* manner. It boils down to the "a hand up not a hand out" philosophy that many Americans seem to have.
For people like me, I'm not going to be able to do construction work. Now, a minimum income that covered the costs of SNAP and Medicaid would be great, but it would not help with what I am thinking. I'm also, apparently, not cheap medically anymore. (Isn't EDS-HT wonderful? Which, apparently, I'd still have for a while under the new criteria.)
Let's say I decide to start selling Raspbian and RetroPie images to people who don't want to make their own on Ebay. Nothing says I can't charge for time and materials for Open source software. I could have a hard time getting things started without any income coming in. With a minimum guaranteed income, I might be able to get this store up and running without too many problems. As it is now, it is necessary to struggle and beg to get the basic materials necessary for such an operation.
