I've long ago realized that the people administering these programs simply just don't care about a person's circumstances. Either a person qualifies or they do not. After so long, they stop caring about the plight of their clients and simply go through the motions until they can collect retirement.

I can imagine anyone who couldn't turn off their heart wouldn't last long in such an administrative position: they'd totally burn out, knowing they were essentially throwing person after person out onto the streets.
